Digital waste tracking for waste carriers, brokers and dealers

If you carry, broker or deal in waste, your date is October 2027, not 2026. From then you record each load digitally as it moves, instead of relying on the paper transfer note alone.

The carrier app isn’t built yet. It’ll be £19 a month, self-serve, and I’ll email you when it’s ready.

Part B — Who it covers

Registered carriers, brokers and dealers

Phase 2 reaches the businesses that move or arrange waste without receiving it at their own permitted site: skip firms, muckaway and grab lorries, man-and-van clearance, scrap collectors, brokers and dealers. More than 100,000 operators.

Permitted sites that receive waste are in Phase 1 from 1 October 2026 in England and Wales, and 1 January 2027 in Scotland and Northern Ireland. If that’s you, read the Phase 1 page instead.

Part C — How it differs

Phase 1 and Phase 2 are not the same job

  • PHASE 1 — 1 OCTOBER 2026Permitted sites in England and Wales report waste they receive. Around 12,000 sites.
  • PHASE 2 — OCTOBER 2027Carriers, brokers and dealers come into scope. More than 100,000 operators.
  • WHAT YOU RECORDA site records a receipt. You record a movement, with both ends of the journey.
  • IF YOU DO BOTHTip into your own permitted site and that site is in Phase 1 already. Your carrier work follows in 2027.

What it means on a normal week

    You record the movement, not the gate

    A site records waste arriving. You record waste going from one place to another: where you picked it up, what it was, how much, and where you tipped it.

  • 02

    It happens in the cab

    Most carriers are one man and a tipper. The record has to be done on a phone, at the kerb, between jobs, not typed up at night.

  • 03

    The waste codes come with you

    Each load needs the EWC code and a description. Your regular jobs repeat, so the same handful of codes cover most days.

Part E — The carrier plan

£19 a month, when it’s ready

The site product is £89 a month with a demo and setup behind it. A one-man tipper doesn’t need any of that and shouldn’t pay for it. The carrier plan is a cut-down version you run yourself.

  • 02Built for one vehicle and one driver, with the same record repeated each day.
  • 03Collections and deliveries, with the pickup and the tip on the same record.
  • 04Your waste codes and regular customers saved, so a repeat job takes seconds.

Nothing to pay now, and nothing to sign. I’m building it early so it’s tested before 2027, not the week the rule lands.

Part F — Not settled yet

What hasn’t been decided

Separate reform of carrier, broker and dealer registration proposes a competence requirement. It isn’t finalised and no date has been announced, so treat it as proposed and nothing more.

The detailed fields and submission route for Phase 2 aren’t published in full either. I won’t tell you what they are until DEFRA do. I’m listed on GOV.UK as a software provider for the service that’s live now, and DEFRA publish the full list so you can compare.
